inspect_utils, handle bracketed IPv6 redfish addr
If redfish_address is in brackets, unwrap it and check
that it is a valid IPv6 address. If that is the case use
the unwrapped address to avoid "Name or service not known".

Also add a unit test for normal_ipv6_as_url.

Overview

Ironic consists of an API and plug-ins for managing and provisioning physical machines in a security-aware and fault-tolerant manner. It can be used with nova as a hypervisor driver, or standalone service using bifrost. By default, it will use PXE and IPMI to interact with bare metal machines. Ironic also supports vendor-specific plug-ins which may implement additional functionality.
