Solio Sarabia 352aacfd45 Prune local copy of tempest.scenario.manager.py

Remove unused code from manager.py to better identify ironic
dependencies on this tempest interface. This is a follow-up
patch to https://review.openstack.org/#/c/439252/.

Ironic tempest plugin

This directory contains Tempest tests to cover the Ironic project, as well as a plugin to automatically load these tests into tempest.
