Jay Faulkner 84bf48431c Pass agent metrics config via conductor
This adds agent config options for metrics as described in the
spec, and allows those config options to be sent to IPA on
lookup. We're configuring heartbeat timeout this way, and this
change matches nicely with that style.

Additionally, this sets heartbeat_timeout under the new config
namespace for consistency, however, we'll allow the old way to
be deprecated when the vendor_passthru for agent lookups is
deprecated.

Ironic

Ironic is an integrated OpenStack project which aims to provision bare metal machines instead of virtual machines, forked from the Nova Baremetal driver. It is best thought of as a bare metal hypervisor API and a set of plugins which interact with the bare metal hypervisors. By default, it will use PXE and IPMI together to provision and turn on/off machines, but Ironic also supports vendor-specific plugins which may implement additional functionality.
