Yuriy Zveryanskyy 4aaba69652 Remove reservation from sync power states db filter ...

Filter by node reservation for sync power states before iteration
loop doesn't make sense. This patch moves reservation check after
acquire() method (this is more correct, but sucess on upgrade_lock()
is not guaranteed). Invalid test_node_locked_on_acquire() fixed.
