Lucas Alvares Gomes ed63f8e768 Update the config drive doc to replace deprecated value

Supported values for the force_config_drive configuration option in
Nova are "always", "True" and "False", although "always" is
deprecated in Liberty [1]. This patch updates the value in our
documentation from "always" to "True" which is the right value in
the long run.
