Add openstack_release and openstack_branch

Adds two new variables, 'openstack_release' and 'openstack_branch',
in ${KAYOBE_CONFIG_PATH}/openstack.yml for setting the current OpenStack
release and branch in a single place.

Also uses the master branch for the molecule tox job.
