Fix 'ModuleNotFoundError: No module named 'docker'

In some cases, for example with custom inventory, we still have an
ordering issue and shouldn't rely only on 'docker.service' check.
We should use 'docker rm' shell command prior 'Docker SDK for Python'
is installed.
