docs: Parameterize kolla-ansible version and branch

Implement simple global variables system in docs and add global variables
KOLLA_OPENSTACK_RELEASE, KOLLA_ANSIBLE_MAJOR_VERSION  and
KOLLA_BRANCH_NAME.

Closes-Bug: #1844710
