dev mode: Add support for magnum

Provide support fot kolla dev mode in Magnum. When
'kolla_dev_mode' or 'magnum_dev_mode' variables are
enabled, source code of Magnum project is cloned
and bindmounted.

Partially implements: blueprint mount-sources
