Correct [pci] syntax in Nova SRIOV documentation

The ``[pci]`` options in the Nova SRIOV documentation are incorrect.
``alias`` is a JSON object but mentioned as a list of object here.
``through_whitelist`` is deprecated [1] in favour of ``device_spec``.
