Steven Dake 32c2f8e107 Remove most kolla-common.sh code ...

kolla-common.sh is mostly to handle CONFIG_INTERNAL.  Since
CONFIG_INTERNAL has been removed from the repository, we no longer
need most of this code except for set_configs.
