Jesse Pretorius 298f728db1 Update min_ansible_version to 1.9

This role makes use of the ternary filter which was only introduced in
Ansible 1.9, this patch updates the min_ansible_version to 1.9.

OpenStack-Ansible Horizon

This Ansible role installs and configures OpenStack Horizon served by the Apache webserver. Horizon is configured to use Galera for session caching and memcached for other caching.
