Markos Chandras a37d0af9ca tasks: horizon_post_install: Add 'force' parameter when creating symlink

A local_settings.py may already exist as a regular file so in that case
we need to use the 'force' parameter to force the symlink creation.

OpenStack-Ansible Horizon

This Ansible role installs and configures OpenStack Horizon served by the Apache webserver. Horizon is configured to use Galera for session caching and Memcached for other caching.
