Role os_horizon for OpenStack-Ansible

In order to prepare for the move of detailed configuration content from the install guide to the roles, doc8 checks are being implemented in the roles to ensure that any new content submitted is properly checked. OpenStack-Ansible Horizon
This Ansible role installs and configures OpenStack Horizon served by the Apache webserver. Horizon is configured to use Galera for session caching and memcached for other caching.
