Jimmy McCrory ce02e0a480 Use keystone-tempest-plugin repo

The tempest plugin for keystone was split out into its own repo.
In I1805b196b42b6a76c56e129a316e170e767455c1, it was removed from the
keystone repo.

OpenStack-Ansible keystone

Ansible role that installs and configures OpenStack Keystone. Keystone is installed behind the Apache webserver listening on port 5000 and port 35357 by default.
