Andy McCrae a7e0a3f0c5 Fix upgrade jobs for os_neutron role. 
The neutron role requires the "os_neutron-overrides.yml" vars file to be
specified as an override, otherwise the incorrect set of tempest tests
are run, causing failures for resources that are not present.
