Dmitriy Rabotjagov 2d4f60826a service_setup: refactor service setup to a single file

This patch refactors the openstack user/service/endpoints creation to
service_setup.yml which will eventually be managed by
openstack-ansible-tests.

OpenStack-Ansible nova

Ansible role that installs and configures OpenStack nova and all of its corresponding services.

This role will install the following:

nova-api
nova-conductor
nova-scheduler
nova-console
nova-compute
