Jimmy McCrory 144246bf12 Remove pip_lock_down dependency

The pip_install and pip_lock_down roles have been merged.

Remove pip_lock_down from the role's meta dependencies and test
requirements.

OpenStack-Ansible Sahara

This Ansible role installs and configures OpenStack sahara and sahara engine.

This role will install the following Upstart services:

sahara-api
sahara-engine

Required Variables

sahara_galera_address
sahara_container_mysql_password
sahara_service_password
