Chandan Kumar (raukadah) 6af0e09b3a Remove install_test_requirements flag ...

Due to tempest plugin split, all the tempest plugin requirements
are kept in requirements.txt, not in test_requirements.txt, so
it does not make any sense to install it.

So removing the flag from the role.
