Add mistral into the playbook list
This makes sure mistral can be installed by default, should the conf.d/env.d be adapted by the user. Without this patch, mistral is not installed by default when running setup-everything/setup-openstack, and therefore doesn't run in gates. Change-Id: I5cf5f1cb1725dc5b56463e7c28d941628b6b54f4
