scripts: bootstrap-ansible: Install python-pip on SUSE and Ubuntu
SUSE and Ubuntu provide a relatively new python-pip package. Having it installed can save us a bit of time since the pip_install role will not have to do much on these distributions. Change-Id: If51c3fb37b934a91ab44a522c6f9772f2dd91d31
