Ansible playbooks for deploying OpenStack.

Jonathan Rosser 0ab800593f Add ansible openstack collection
This requires at least ansible version 2.9. A new requirements file
is added to specify collections, and the bootstrap-ansible script is
modified to install the openstack collection alongside the OSA
ansible roles.

OpenStack-Ansible

OpenStack-Ansible is an official OpenStack project which aims to deploy production environments from source in a way that makes it scalable while also being simple to operate, upgrade, and grow.
