Michael Davies 2a5a2a1207 Add an easy way to run cmds in utility container

This patch adds a simple script that makes it easy to run
commands in a utility container on localhost. It's most useful
for an AIO installation.

OpenStack-Ansible is an official OpenStack project which aims to deploy production environments from source in a way that makes it scalable while also being simple to operate, upgrade, and grow.
