James Denton 2c06a65a75 [Feature] Add skyline deployment capability
This change adds Skyline deployment options to OSA.

New files have been added / integrated into the normal deployment
process to support the use of skyline.

OpenStack-Ansible

OpenStack-Ansible is an official OpenStack project which aims to deploy production environments from source in a way that makes it scalable while also being simple to operate, upgrade, and grow.
