Nolan Brubaker 4b051d725e Test _ensure_inventory_uptodate function

Variables in the function were updated to have more descriptive names,
but no functional changes.

Testing is largely unit-based, but there is an implicit dependency on
the skel_setup function that made it easier simply to run that code on
each test setup.

OpenStack-Ansible is an official OpenStack project which aims to deploy production environments from source in a way that makes it scalable while also being simple to operate, upgrade, and grow.
