Jimmy McCrory 6cb79b61fa Update plugin for and document per host overrides

Ensure that configuration section and key names are strings, as
required by RawConfigParser.write.
Document an example of overriding openstack configurations on a per host
basis.

OpenStack-Ansible

OpenStack-Ansible is an official OpenStack project which aims to deploy production environments from source in a way that makes it scalable while also being simple to operate, upgrade, and grow.
