Michael Gugino 8e663d7a84 Add neutron_openvswitch_agent to env.d files

This commit adds all nova hosts, network hosts,
and network agent hosts to the inventory group
"neutron_openvswitch_agent".  It also implements
the neutron_openvswitch_agent to the neutron
component_skel.

Implements: blueprint support-openvswitch

OpenStack-Ansible is an official OpenStack project which aims to deploy production environments from source in a way that makes it scalable while also being simple to operate, upgrade, and grow.
