Ravi Gummadi a4f8e287b6 Create log aggregation parent directory

During lxc hosts setup, mv command fails if the log aggregation
parent /openstack/log/ does not exist. This patch makes sure that
the directory exists before calling mv command.

OpenStack-Ansible is an official OpenStack project which aims to deploy production environments from source in a way that makes it scalable while also being simple to operate, upgrade, and grow.
