Add vif_plug_noop to setup.cfg packages

The following error is being seen in the gate n-cpu logs:

  ERROR stevedore.extension [-] Could not load 'noop': No module named
  vif_plug_noop.noop

Change ba61a981171b3514219eb6ecf306e421f99ce127 added the noop plugin
but missed adding it to the packages list.
