Integration library between network (Neutron) and compute (Nova) providers

- adds support for building PDF docs. - adds a bindep.txt file with required deps for pdf docs - groups the tox envs into logicaly related sections. - This change updates the default set of jobs so that runing tox with out any arguments should run the default set of jobs that should pass before pushing changes for review.
