Stephen Finucane c862517502 Fix lower-constraints

We require six >= 1.11.0 due to our oslo.log dependency. Fix this. We
won't actually see this fix until we remove the use of 'tox_install.sh'
in I48f31084d595c44114391e046e5fe418c1fb787a.
