Andreas Jaeger fd5a13bc6a Update hacking for Python3

The repo is Python 3 now, so update hacking to version 3.0 which
supports Python 3.

Blacklist:
- W504 line break after binary operator
- /oslo_cache/__init__.py:17:1: F405 'get_memoization_decorator' may be
  undefined, or defined from star imports: oslo_cache.core
