Doug Hellmann 94624a77fe Remove py33 env from default tox list 
We no longer need to test on Python 3.3, so remove that environment from
the default list in the tox configuration.

oslo.concurrency

Oslo concurrency library has utilities for safely running multi-thread, multi-process applications using locking mechanisms and for running external processes.
