Charles Short f05ee9053a Add pools scenarios for octavia

Added the following scenarios:

- Octavia.create_and_list_pools
- Octavia.create_and_delete_pools
- Octavia.create_and_update_pools
- Octavia.create_and_show_pools

Supported pool_create parameters are admin_state, lb_algorithm,
protocol, description, session_persistence, loadbalancer_id.
