Use absolute path for rally plugin dir check
These tasks failing when running on jammy nodes, Fix by using absolute path as while checking stat zuul user is used and while using these path stack user is used. Change-Id: Ie181478ff4979aaf5ef889b26ee6025cd801dc7b
