Ghanshyam Mann b280662b9d Cap zipp for py3.5

We fixed it many time for example
- https://review.opendev.org/#/c/705184/3

But with latest req update fro Victoria uncapped it and caused
failure on py3.5 jobs on projects still supporting the py3.5
like hacking, stackviz etc.
