Michael Johnson d9112f265c Add cross-octavia-py3[6-7] jobs 
The Train series saw a major version bump of jsonschema during
requirements freeze week[1] break octavia. This patch adds octavia
to the requirements cross-jobs list to help prevent this from
occuring in the future.
