[CI] Remove old experimental rolling upgrade job

This patch removes swift-multinode-rolling-upgrade-victoria job for
multiple reason:
- victoria is very old and unmaintained
- job is defined only on unmaintained branches
- py38 + CentOS Stream 8 are EOL'd and the job is based on these
