In order to modernize swift's statsd configuration we're working to separate it from logging. This change is a pre-requisite for the Related-Change in order to simplfy the stdlib base logger instance wrapping in a single extended SwiftLogAdapter (previously LogAdapter) which supports all the features swift's servers/daemons need from our logger instance interface.
