Alistair Coles 6f890d2ba9 proxy: move _get_shard_ranges to ObjectController ...

...and rename to _get_updating_shard_ranges.

The method is only used by the ObjectController, and it is only used
to fetch shard ranges in the 'updating' states.

Also relocate the associated unit tests.
