Alistair Coles 9b94c278f1 sharder: add more validation checks on config
Add checks that more of the sharder config values make sense with
respect to each other.

For the daemon, all config options are checked. For
swift-manage-shard-ranges only those options relevant to the current
subcommand are checked.
