This change introduces a sync_store which holds only containers that are enabled for sync. The store is implemented using a directory structure that resembles that of the containers directory, but has entries only for containers enabled for sync. The store is maintained in two ways: 1. Preemptively by the container server when processing PUT/POST/DELETE operations targeted at containers with x-container-sync-key / x-container-sync-to 2.
