Raoul Scarazzini fad795e7cd Add Rally Instance HA test suite ... This commit adds a Rally test suite which will make the user able to check if Instance HA is behaving correctly. It could be used to add further tests in the future, maybe to replace the actual validate-ha way to check cluster related things.
