Add 'Python API and CLI' section to spec template
It would be useful to have sections detailing the changes to the Python API (and also the Trove CLI). This would assist in making sure the implementation includes all necessary pieces. Also cleaned up some text (trying hard to keep the scope down to very *minor* issues): - fixed comments/heading capitalization/whitespace - changed 'blueprint' to 'spec' where it made sense - enforced line lengths - added code for optional TOC and heading numbers Change-Id: I82f728aaa389532586b4280b6eca37a3b3371d5e
