Ivan Kolodyazhny 2a7b111307 Add vitrage-dashboard integration tests ...

This patch adds basic tests to verify that vitrage-dashboard is
installed and could be opened.

Also it removes oslotest which is not used.

vitrage-dashboard-integration-tests job is added in a non-voting mode.
