OpenStack CI now uses tox4 by default. This patch drop "skipsdist = True". When skipsdist=True is specified, a target application is not installed into a tox env, but there seems no reason to do so. In various other OpenStack projects, a target applicatin needs to be installed into a tox vnev, for example, in docs and/or linter jobs and it causes failures with tox4. Vitrage Dashboard
Vitrage is the Openstack RCA (Root Cause Analysis) Engine for organizing, analyzing and expanding OpenStack alarms & events, yielding insights regarding the root cause of problems and deducing the existence of problems before they are directly detected.
Vitrage Dashboard is an extension for OpenStack Dashboard that provides a UI for Vitrage.

How to use this package
With Devstack
Add the following to your Devstack local.conf file
enable_plugin vitrage-dashboard https://opendev.org/openstack/vitrage-dashboard
With Horizon
