Rename Mistral notifier queue

In case there is an execute_mistral action in one of the templates, the
evaluator used to send an event to a queue with a 'mistral' topic.
This change adds a 'vitrage_notifier' prefix to the queue name, to make
it more clear that this is a Vitrage queue.
