Extend default datasources settings

Add ability to configure such datasources like:
* static (VITRAGE_USE_STATIC)
* doctor (VITRAGE_USE_DOCTOR)
* prometheus (VITRAGE_USE_PROMETHEUS)

All these datasources are disabled now by default.
