Anna 0b506a745d adding machine learning service 
at this first step, the service includes one
plugin,this plugin use jaccard correlation
in order to measure correlation between a
pair of alarms.
once in configured amount of alarms this
service generates a report and saves it to
configured directory.

Enabling Vitrage in DevStack

  1. Download DevStack:
git clone https://git.openstack.org/openstack-dev/devstack.git
cd devstack
  1. Add this repo as an external repository in local.conf file:
[[local|localrc]]
enable_plugin vitrage https://git.openstack.org/openstack/vitrage
  1. Add this to add notification from nova to vitrage
[[post-config|$NOVA_CONF]]
[DEFAULT]
notification_topics = notifications,vitrage_notifications

  1. Add this to add notification from neutron to vitrage (make sure neutron is enabled in devstack)
