Ifat Afek 5057c96f5e Introduce the execute-mistral action. This patch includes validating the action, and converting it to a general-purpose ExecuteExternal step.

The following will be done in the *next* patches:

* Implementation of the ExternalExecute step
* Implementation of the Mistral notifier
* Documentation of the new action

Vitrage is the OpenStack RCA (Root Cause Analysis) Service for organizing, analyzing and expanding OpenStack alarms & events, yielding insights regarding the root cause of problems and deducing the existence of problems before they are directly detected.
